‘As a historical community Europe is also a collection of irreplaceable values. I know that this may bring forth mocking reactions in those who seek in vain for “higher values” in the mercantile character of some European debating rounds. This stems, among other things, from the fact that Europe has not yet manifest its own real will. Such an expression of will can only become tangible when deeds are being done on the community level. This can only be realized through institutions. The political will manifest in this way will then become an expression of a deeper motivation, an expression of values that cannot be lost.’
