‘In reality the Community is not structured enough to satisfactorily answer those questions that are most important to our citizens like international security, unemployment or lacking financial stability. The immediate task will therefore be to create the suitable instruments needed to confront the collective challenges and problems, for instance the conflict in Bosnia, the economic state or the high rate of unemployment. We need means in the light of which citizens can clearly understand that there is no contradiction between daily, short and long term affairs, national and European interests and everyday life and political activity. For this purpose we must achieve that the construction of Europe becomes the work of all without exception. There is a shared responsibility between the nations, the regions, the cities and the citizens themselves.’
